Your B450 Gigabyte DS3H motherboard shows DDR4 3200 as the RAM speed limit on PCPP and you have the opportunity to get that 1660 Super by simply going DDR4 3200 RAM vs the DDR4 3600 RAM. A GTX 1660 Super for 225 and the DDR4 3200 16 CAS 2x8GB RAM for 65. And last but certainly not least, don't cut corners on the budget with a cheap power supply. A GTX 1660 for 205 and the DDR4 3600 16 CAS 2x8GB RAM for 85.
And remember, the slowest SSD can run circles around the fastest hard drive. If the budget is a factor, I sure would not hesitate to go for a less expensive motherboard in favor of more RAM (at least 8GB, preferably 2 x 8GB for 16GB total), a better graphics solution, and certainly a SSD over a hard drive.
